Early Learning Services

Families and community partners can refer a child to Elwyn Early Learning Services through our intake process or by completing our online referral form. Following your child's evaluation, the assessment team will review the results with you and determine whether your child is eligible for special education services. Learn more about the next steps by watching our After MDE video: A Brief Introduction to Early Intervention in Pennsylvania

The timeline depends on where your child is in the evaluation and eligibility process. After you sign and return the Permission to Evaluate (PTE), the evaluation team has up to 60 calendar days to complete the evaluation, determine eligibility, and provide you with a final evaluation report.

If your child is eligible for Special Education services, an Individualized Education Program (IEP) meeting will be held within 30 days. Once you approve the Initial Notice of Recommended Educational Placement (NOREP), services must begin within 14 calendar days.

Elwyn Early Learning Services (ELS) can help eligible children and their families access an autism evaluation through one of our trusted community partners. Our team will guide you through the referral process and help connect you with the appropriate diagnostic services to determine whether your child has autism spectrum disorder (ASD).

Yes. Elwyn Early Learning Services (ELS) can provide preschool resources and help eligible children and their families explore preschool options that meet their child's needs.

Elwyn offers several ways for families of eligible children to connect with one another, learn about available resources, and become more involved in their child's educational journey.
